The amounts involved in the crimes and Manafort’s role in directing accountants and employees in carrying them out called for a sentence more severe than 47 months (228 - 288 months). This mild sentence was, of course, a direct result of T.S. Ellis, III, and a conservative federal district judge appointed by Ronald Reagan.

This inordinately mild sentence was undoubtedly mediated by Ellis’s identification with another 69-year-old white man nearing the end of his life. After all, Manafort worked for some of the world’s worst killers and crooks and offered no expression of remorse. Identifying with Manafort makes if convenient for a judge to believe that other than the financial crimes for which he was caught, Manafort had led a blameless life.
This mild sentence was also an indirect result of the bankruptcy of conservatism and the Republican Party. Today, conservatism and the Republican Party stands for only one thing, protecting the last lifeline to its base, Donald Trump. Conservatives may rail against Trump and decry his lack of genuine conservatism, but the Republican base rejected authentic conservatives. Trump remains the only chance for the remnants of what remains of Reagan conservatism to be enacted. Judge Ellis, realized the importance of protecting Trump. That is why the judge meddled with the prosecution case and tried to undermine it.

They do not want to anger either Ellis or other judges. So they hint at his disdain for government lawyers and indulgent view of a judge’s power in his court.
